Programme Management Office (Pty) Ltd “PMO” in its shortened form, is a Project and Programme management firm created for the purpose of harnessing global project management best practices for the benefit of governments and companies undertaking projects that directly or indirectly develop the African continent and improve the social and economic standing of its people.


In 2025 we celebrated 13 years in business and although the firm is medium sized, the professionals it employs have extensive experience in the various knowledge areas that we specialise in. These specialist skills are crucial to the success of any project and our aim is to ensure that all projects are carried out in a manner that will maximise the potential for project success.

Engineering and Construction Consulting

At some point or another and for a myriad of reasons, many organisations in the public and private sector have to undertake engineering and construction projects, the management of which does not form part of their core business competency. Thus, it is often the case that their expertise and resources in terms of Project Management and the related services, are not to the required level necessary to enable successful project implementation. In order to overcome this, ThePMO exists to provide a comprehensive array of solutions to the project management challenges faced by such organisations in order to ensure that the projects they undertake have the best chances of success.


Our team of professionals have numerous years of experience working in the engineering and construction sectors and are thus suitably experienced to provide solutions to the challenges faced by project owners, engineers, architects and contractors, throughout the engineering and construction process.

Project Controls

The success of a project and its ability to perform in line with the performance base line (Time, Cost and Scope baselines) is largely determined by the controls mechanisms in place at the beginning of a project and throughout the life of the project.


Our Project Controls personnel (including Controls Managers, Project Planners & Schedulers and Cost Controllers) are suitably qualified, certified and experienced, in order to carry out the project controls functions in the most efficient and beneficial way possible.


The size and complexity of the project determine the level of Project Controls required in the project, and we assist our clients in determining this correct level of control prior to implementing our world class project controls solutions. 

 

Core Specialties

Project Management

We effectively and efficiently manage projects on behalf of our clients using PMI standards and guidelines, taking projects throughout the entire project management life cycle of: initiating, planning, executing, monitoring and control and closeout.

Depending on the nature of the project and our clients’ requirements, we are able to provide them with either a single project manager or a complete project team, who will be responsible for the successful delivery of the project objectives within the relevant project constraints.

This is a cost effective solution to many of our clients who do not have the appropriate in-house expertise and/or the necessary capacity, to successfully manage their projects.

ThePMO also provides Programme Management services, where we integrate the management of various related projects on behalf of our clients. In doing this, we are able to streamline business processes and ensure that projects are carried out and delivered in alignment with our clients’ strategies, policies, procedures and governance practices. This ensures that maximum value is derived from the various projects and ensures that organisational objectives are never lost by just looking at individual projects in isolation.

Controls Management

Our Time Management expertise fall under the umbrella of our Project Planning and Scheduling competencies.

Projects often fail as a result of poor planning as well as poor management of the plan. Our Time Management resources ensure that the scope is properly defined and that that road map to achieve the project objectives is appropriately developed and managed.

Our highly skilled and experienced Project Planners and Schedulers are proactive and ensure that the project schedule is developed and managed appropriately - in line with global Time Management best practices. Furthermore, our methodology is such that there is proper integration between the time management function and the cost management function, enabling us to use effective performance measurement techniques such as earned value management.

Cost Management

Our Cost Management team is involved in estimating, budgeting, and controlling costs so that the project can be completed within the approved budget.

One of our greatest strength in Cost Management is our expertise in providing engineering and construction estimating, cost control & quantity surveyor services. Our Cost Engineers and Professional Quantity Surveyors are vastly experienced in engineering and construction cost management solutions.

We have a dedicated core team of Cost Engineers and Professional Quantity Surveyors who are able to meet the demands for preparing tenders, vendor procurement, cost planning, cash flow forecasts, valuations, re-measurement, final accounts, dispute avoidance, contractual advice, extension of time claims, and adjudications.

Project Administration

Typically working under the direction of the project manager, our Project Administrators play important roles in projects by contributing essential administrative support to coordinate the efforts of the project team. The duties of our Project Administrators include all aspects of facilitating a project such as scheduling meetings, taking meeting minutes, developing presentations, project filing etc. In addition, our project administrators participate in budget administration, providing analysis, keeping records, and forecasting financial performance. All these supporting functions enable the Project Manager to focus more on the most important aspects of the project while being assured that the administration is being adequately taken care of.
